§ 23-113. Surcharges.

  • Any water or waste which has characteristics based on a 24-hour composite sample, or a shorter period composite sample if more than representative, which exceeds the following normal maximum domestic wastewater parameter concentrations, shall be surcharged as follows:

    Surcharge Costs:
    BOD
    $0.636/pound in excess of 300 mg/l
    COD
    $0.636/pound in excess of 900 mg/l
    TSS
    $0.730/pound in excess of 300 mg/l
    NH3-N
    $1.590/pound in excess of 25 mg/l
    The surcharge will be calculated as follows:
    Surcharge = (X - Y) x Q x 8.34 x R, where:
    X = Actual parameter concentration
    Y = Allowable parameter concentration
    Q = Total discharge quantity in million gallons for a specific surcharge calculation period
    R = Surcharge rate in $/lb.
    For BOD and COD surcharges, the parameter formula giving the larger surcharge payment will be used for the given period.
    There will be a minimum surcharge of $10, below which there will not be collection or assessment.
